The Site-Specific Safety Plan: What GCs Require and How to Write One That Passes

A site-specific safety plan is not your company safety program. It is not a template with your company name pasted in. It is a written plan that addresses the specific hazards of a specific project at a specific location, prepared before work begins, describing exactly how your crew will manage those hazards on this site.

Most large general contractors and commercial project owners — particularly on data center, healthcare, institutional, and public projects — require an SSSP from every subcontractor as a condition of being allowed to mobilize. A missing or rejected plan can delay your crew's start date and damage your relationship with the GC before your first worker sets foot on site.

What Makes a Plan Site-Specific

The distinction that separates a compliant SSSP from a rejected one is specificity. A site-specific plan:

  • Names the project, the address, and the scope of work your company will perform
  • Identifies the hazards associated with your particular scope — not generic construction hazards, but the hazards created by what your crew will actually do
  • Describes the controls you will use for those hazards on this site
  • Names the specific individuals who will serve as competent persons, supervisors, and emergency contacts
  • Describes the emergency action plan for this site — the hospital, the muster point, the communication protocol

An SSSP for a masonry subcontractor doing exterior block work on a five-story building looks completely different from an SSSP for an electrical sub performing underground conduit installation. Both might come from the same company with the same safety program. The SSSPs should not be interchangeable.

What Owners and GCs Require

Requirements vary by owner and GC, but most SSSP submissions expect the following sections:

Company safety policy and credentials: A brief statement of your safety commitment, your EMR (experience modification rate) for the last three years, and relevant certifications — OSHA 30 supervisors, competent persons, specialized credentials for confined space, fall protection, or other high-hazard work.

Scope of work description: What your company is doing on this project, the phases of work, the approximate duration, and the crew size. This is the foundation for the hazard identification that follows.

Hazard identification and controls: For each significant hazard associated with your scope, describe the hazard and the control. Fall protection for work at height — what type, at what threshold, inspected by whom. Silica exposure from cutting or grinding — Table 1 controls, respirators, Exposure Control Plan. Electrical hazards — lockout/tagout procedures, qualified persons. The controls described here must match what you will actually implement in the field.

Competent persons: The standard requires competent persons for specific activities — fall protection, scaffolding, excavations, confined space, silica, and others. Your plan must identify by name who serves in each required competent person role for your scope of work, along with their qualifications.

Emergency action plan: The name and address of the nearest emergency room or occupational health clinic. The emergency contact number for the project. The muster point for your crew. The procedure for reporting an incident to the GC and to OSHA if required. Who calls 911, who notifies the project superintendent, who notifies your company's safety manager.

Fall protection plan: If your work involves working at height — any height above six feet in construction — a written fall protection plan is required by 29 CFR 1926.502. This section describes the fall hazards for your scope, the specific protective systems used (guardrails, personal fall arrest, covers), the inspection protocol, and the rescue procedure if a worker is suspended in a harness.

Incident reporting and investigation: How near-misses, first-aid incidents, and recordable injuries are reported — to the GC, to OSHA if applicable, and internally. Who conducts the investigation, what form is used, and how corrective actions are tracked and closed.

Training requirements: What training your workers must have before starting work on this project — OSHA 10 or 30 if required, task-specific training for silica or confined space or fall protection, site-specific orientation content.

Substance abuse policy: Most large owners require documentation that your company has a substance abuse policy and that it applies to all workers on this project.

The Rejection Problem

GC and owner safety managers review SSSP submissions daily. They can identify a template in seconds:

  • Hazard sections that list every possible construction hazard regardless of the scope
  • Competent person fields that say "to be determined" or list a title instead of a name
  • Emergency plans that reference "the nearest hospital" without naming one
  • Fall protection plans that describe guardrails for a scope where the work is underground
  • Incident reporting procedures that reference "our company hotline" without a number

A rejected SSSP typically means a correction request, a resubmission, and a delay. On projects with mobilization deadlines, that delay has a real cost.

What Happens After Approval

Submitting a plan and having it approved is the beginning, not the end. GC and owner safety managers conduct field audits to verify that what the plan describes is what is happening in the field. A fall protection plan that describes 100% tie-off above six feet but workers observed unclipped creates a citation risk and, in many cases, an immediate stop-work order.

The SSSP is also your reference document when a compliance officer or GC safety manager asks how your crew is managing a specific hazard. "It's in our plan" is only useful if the plan is accurate and workers are following it.

When to Start

The SSSP should be drafted before submitting your bid or immediately after contract award — not the week before mobilization. Several reasons:

Preparing it early forces a realistic look at the hazards associated with your scope before you have committed to a crew size and schedule. Identifying that your work requires a confined space entry program or a silica Exposure Control Plan before you start is far less disruptive than discovering it after your crew is on site.

Most GC prequalification and project kickoff timelines require SSSP submission days or weeks before mobilization. Treating it as a pre-mobilization checklist item means you are always behind.

OSHA and the SSSP

OSHA does not require a document called a "site-specific safety plan" for most construction work. What OSHA does require are the individual elements that a good SSSP contains: written fall protection plans for certain elevated work, written Exposure Control Plans for silica, written confined space programs for permit-required spaces, emergency action plans, and hazard communication programs.

A well-written SSSP consolidates these individual written requirements into one document organized around your specific scope. It satisfies owner and GC requirements and serves as documentation of your compliance with the underlying OSHA standards at the same time.
