Process Safety Management (1910.119)
Facilities handling threshold quantities of highly hazardous chemicals must have a written PSM program with 14 elements including process hazard analysis, operating procedures, mechanical integrity, management of change, and incident investigation.
HAZWOPER (1910.120)
Workers involved in hazardous waste operations and emergency response require 24- or 40-hour initial training and annual 8-hour refreshers. Supervisors require additional training. Documentation of completion must be maintained.
Hot Work Permits
Ignition sources in areas with flammable atmospheres require a hot work permit system including atmospheric monitoring, fire watch, and documented authorization. This is a common area of citation and incident in petrochemical environments.
Permit-Required Confined Spaces
Tanks, vessels, piping, and process equipment in oil & gas facilities are among the most hazardous confined spaces in any industry. Atmospheric testing, rescue planning, and trained attendant coverage are required for every entry.
Contractor Safety Management
PSM requires host employers to inform contractors of known hazards, ensure contractors have safe work practices, and evaluate contractor safety performance. Contractor safety program prequalification and orientation are compliance requirements, not just best practices.
H2S Exposure
Hydrogen sulfide is present across oil & gas production and processing. Exposure monitoring, H2S training, respiratory protection programs, and emergency response procedures for H2S release are required where exposure potential exists.
