Commercial and mixed-use development projects — office towers, retail centers, hotels, and urban residential towers — run multiple trades simultaneously across dozens of floors and elevations. That coordination creates a hazard environment that's dense and constantly shifting. Fall hazards exist at the leading edge of every floor, at every open shaft, and at every rooftop. Crane operations create overhead hazard zones that overlap with active work areas below. Excavations for foundations and underground parking bring OSHA 1926 Subpart P into play. Throughout construction, deliveries, subcontractors, and site visitors move through the same spaces as active construction crews.

Site-specific safety planning for commercial projects starts before groundbreaking. Pre-construction hazard analysis identifies where fall hazards will exist and what controls are appropriate — guardrail systems, personal fall arrest, safety nets, or covers. Crane and derrick plans have to address pick zones, swing radii, exclusion areas, and communication protocols. As the project progresses and tenants begin occupying lower floors while upper floors remain under construction, phased-occupancy safety planning has to separate the occupied environment from the active construction zone.

Crane and Hoist Safety

OSHA 1926.1400 requires an assembly/disassembly plan, operator qualification records, pre-use inspections, and a crane safety plan coordinated with the project schedule for every crane on site.

Phased Occupancy

When lower floors occupy while upper floors remain under construction, OSHA's General Industry and Construction standards can both apply simultaneously. Physical separation protocols and life-safety systems require careful planning.

Excavation and Shoring

Urban foundations and underground parking require engineered shoring systems, dewatering plans, and utility coordination. OSHA 1926 Subpart P governs every excavation over 5 feet deep.
