Both frameworks apply simultaneously, and a gap in either creates exposure.
Airside construction introduces hazards that don't exist on standard construction sites: FOD prevention requirements that can ground aircraft if not properly managed, runway incursion prevention protocols for any equipment crossing active taxiways or runways, and construction activity limits tied to airport operational hours. Every piece of equipment entering the movement area requires coordination with airport operations, and a single tool left on a taxiway at the end of a shift creates a runway incursion risk.
