OSHA 1910.269, the standard governing electric power generation, transmission, and distribution, is one of the most technically demanding standards in OSHA's library. It governs arc flash hazard analysis, minimum approach distances, live-line tool requirements, and work planning procedures — and it applies simultaneously with OSHA 1926 when construction and utility work overlap on the same project.

Power delivery construction — substations, transmission line construction, and distribution system upgrades — requires safety expertise at the intersection of heavy construction and electrical utility work. A new substation isn't built and then energized: it's energized in phases, with sections of the switchgear and bus work going live while other sections remain under construction. That phased energization creates a constantly shifting boundary between safe-to-work zones and energized infrastructure that every person on the project needs to understand in real time.

Arc flash is the defining hazard of this work. NFPA 70E requires a site-specific arc flash hazard analysis, incident energy calculations, and appropriate cal/cm² rated PPE before any worker approaches energized electrical equipment. Energized work permits are required for every non-routine task on or near energized equipment — a written, signed document justifying why the work cannot be performed in a de-energized state. The same framework applies to transmission switching operations, distribution line work, and distribution substation construction.
